Dover Planning Commission approves site proposals

DOVER — The Planning Commission approved several sites during its meeting on Monday night.

The committee OK’d a one-year review of a development plan for the 109 E Division Street project.

This site plan is to permit the use of the existing 1,689-square-foot building as professional offices in accordance with the regulations for conditional uses in the general residence zone and to make the associated site improvements.

The approval was granted by the Planning Commission in accordance with and subject to the conditions of approval outlined in the Development Advisory Committee report dated on June 4, 2014.

The panel also approved the rezoning of properties at the southeast corner of North New and Fulton streets.

The properties at 35 and 39 North New St. are currently zoned as a general residence zone. The proposed zoning is a group housing zone, which will be used for town homes.

The 2008 Comprehensive Plan depicts the subject area as mixed use land use classification, said Anne Marie Townshend, city director of planning and community development.

“The properties are located within the Downtown Development District and the Restoring Central Dover study area, where the city is working with partners within the community to redevelop the residential neighborhood and promote homeownership,” Ms. Townshend said.

“One of the measures associated with these planning efforts is to amend the RG-1 zone to allow for a variety of housing  styles, including townhouses and duplexes.”

These code amendments have not yet been drafted. The request for rezoning would allow for townhouse development, which is consistent with the overall development plan for the area.
The site will now receive a public hearing and review for recommendation by City Council.

Finally, the panel approved new signs for the Winner Volkswagen and Subaru at 1387 DuPont Highway.

There will be two illuminated pylon signs, one non-illuminated post and panel sign, and 13 illuminated wall signs of various types, including lettering and logos.

The property is planned to consist of three buildings.

The project area qualifies for the Unified Comprehensive Sign Plan process because the site will have three or more principal structures under common management located on a contiguous property, and also has 400 linear feet or greater of frontage on an Urban Principal Arterial Street.

“It’s a very well thought out plan,” said Col. Robert D. Welsh, former committee chairman. “It’s very attractive and the enhancements will make it even better.”

The Planning Commission also selected Fred Tolbert as new chairman and Kathleen Still as vice chairman.
