According to the Dover Police Department earlier, Ms. Brummell, 26, was stopped in a vehicle in the 200 block of South New Street during the second alleged incident.

A search located a .38 caliber revolver handgun and 27 bags of heroin packaged for sale, police said.

The indictment alleged a person was struck in the head with a handgun while two cellphones were being stolen during an encounter on Nov. 17, 2015.

Ms. Brummell was prohibited from possessing a handgun due to a felony robbery conviction in Maryland’s Talbot County Circuit Court on Nov. 7, 2009, according to papers.

Deputy Attorney General Lindsay Taylor signed the indictment for the Delaware Department of Justice.
