Five arrested in separate incidents at Dover Downs

DOVER — Five arrests were made in two separate incidents at Dover Downs Hotel and Casino early Sunday morning, authorities said.

A Dover Police officer’s hand was injured during a tussle involving three men who allegedly refused to leave after being denied access to the casino by employees at approximately 1:58 a.m., spokesman Master Cpl. Mark Hoffman said.

The officer was wounded after Elijah Scarboro, 22, of Brooklyn, N.Y., allegedly placed him in a choke hold after approaching from behind, affecting his breathing, according to authorities.

Off-duty police officers providing security for the casino were called to an entrance where the trio reportedly became disorderly with them and Dover Downs employees, police said.
The men then allegedly resisted an attempt to take them into custody as a fracas began.
According to authorities, Rashawn Harris, 24, of Wilmington, allegedly shoved a Dover Police officer and attempted to hit a Dover Downs Casino security officer. A taser discharge was ineffective on Mr. Harris, police said, before he was eventually subdued.

After a tussle, police said, Mr. Scarboro was taken into custody. Also arrested was Ronnell Harris, 24, of Brooklyn N.Y.

Mr. Scarboro was charged with disorderly conduct, second-degree assault of a law enforcement officer, strangulation, and resisting arrest with force, police said. He was released on a $6,700 secured bond.

Rashawn Harris was charged with disorderly conduct, second-degree assault of a law enforcement officer, criminal mischief, and resisting arrest with force. He was released on a $2,300 secured bond.

Ronnell Harris was charged with resisting arrest and disorderly conduct. He was given a $530 unsecured bond.

Less than 30 minutes later, police said, two other men were arrested in the casino parking lot by the Dover Police Street Crimes Unit.

Darnell Fullman, 24, was stopped while driving a vehicle at approximately 2:20 a.m. when found to have a capias for his arrest, police said. He was also allegedly found with a .380 handgun and a digital scale upon contact, according to authorities.
Mr. Fullman was charged with two counts of possession of firearm/ammunition by person prohibited, carrying a concealed deadly weapon and possession of drug paraphernalia. He was held at James T. Vaughn Correctional Center near Smyrna in lieu of a $7,500 bond.
De’Ron Williams, 21, was allegedly found with 1.9 grams of marijuana and cited with a possession charge and released.
