Millsboro police officers saluted at annual awards banquet

MILLSBORO – On Tuesday, Oct. 16, the Millsboro Police Department held its annual awards banquet.

Millsboro Mayor John Thoroughgood, State Representative Rich Collins and Millsboro Town Manager Sheldon Hudson were all present to help honor the officers.

Among the many highlights was the Officer of the Year Award, which was presented to Lt. Robert Legates.

The following personnel received awards.

20 years of service

Chief Brian Calloway started his career with the Millsboro Police Department on Oct. 19, 1998 and has served as a patrol officer, supervisor, school resource officer, CALEA manager, assistant chief and became chief in January 2016.

Merit commendations

Lt. Robert Legates for receiving 23 commendations from citizen over the course of his career.

Sgt. Barry Wheatley for receiving 21 commendations from citizens over the course of his career

Sgt. Patrick Forester for receiving 16 commendations from citizens over the course of his career.

Sgt. Evan Rogers for receiving five commendations from citizens over the course of his career.

PFC Joseph Mulhern for receiving five commendations from citizens over the course of his career.

Life Saving Awards

All lifesaving awards were for officers administering Naxolone to a subject who had overdosed. Those officers are Pfc. Michael Gorman, Ptlm. Dallas Millner, Ptlm. Christopher Ebke, Lt. Robert Legates, Ptlm. Liana Dodson, Sgt. David Moyer, Ptlm. Kyle Wharton and Cpl. Seth Bullock.

Performance Commendation

Ptlm. Dallas Millner was recommended for a performance commendation by his patrol sergeant for his efforts in safety including DUI enforcement.

PFC. Joseph Mulhern was recommended for a performance commendation by his patrol sergeant for his efforts in keeping the community safe.

Certificate of Appreciation

Cpl. Matthew Dufour was recognized for his service to the criminal investigation division for the last three years. He will be returning to patrol operations in November.

Exceptional Performance Commendation

Sgt. David Moyer was awarded the Exceptional Performance Commendation for his effort in drug enforcement over the past year. Sgt. Moyer seized over $18,000 in suspected drug proceeds which was later used to fund an updated camera system in the same development in which it was seized. The Delaware House of Representatives also issued a certificate of recognition regarding Sgt. Moyer’s efforts. The award was presented to Sgt. Moyer by Rep. Collins.

Officer of The Year

Lt. Robert Legates was awarded the officer of the year award, which was the highest award presented that evening. Chief Calloway presented the award, saying “Lt. Legates has maintained our CALEA standards over the past year and has laid a solid foundation for the new Sexual Assault and Domestic Violence investigation division. I valued his support to and his guidance within the department. He definitely makes my job much easier.”

The Delaware House of Representatives also issued a certificate of recognition saluting Lt. Legates’ efforts. The award was presented to Sgt. Moyer by Representative Rich Collins.

Chief’s Commendation

Chief Calloway also presented members of the Grace United Methodist Church was a Chief’s Commendation for their partnership with us during our annual “Whiskers for Wishes” event. This is an event the Millsboro police host each year that helps raise money for needy families during Christmas.
