New apartment complex OK’d for White Oak Road in Dover

DOVER — The City of Dover recently gave conditional site plan approval to a proposed 3-story apartment building with 24 units and eight single family town houses on the 1300 block of White Oak Road east of downtown.

According to city planner Dave Hugg, Harman Brothers LLC, the property owner, has up to two years to start construction. Harman Brothers could not be reached for comment.

“They got their approval from the planning commission so they’re ready to move forward with their final plan,” he said. “The piece of land is about 11 acres, but a good chunk of it is wetlands and flood zone so the actual build-able site is much smaller than that. I don’t know exactly when they’ll start building, but I got the impression they wanted to start fairly soon.”

The new dwelling complex will join other nearby communities like the Baytree Apartment Homes, White Oak and The Laurels near Dover Park.
According to Mr. Hugg, the proposed housing development comes at a time when several larger apartment complex projects have wound down.

“Compared to some of the development we’ve seen in the last few years, this one is a bit of a smaller one,” he said. “A fair number of the larger apartment projects, like Blue Hen Apartments, are slowing down and most are pretty well built out.”
