Throughout his many years of public service, Brooks Banta of Smyrna has been a Clayton town councilman and Mayor, been a member of the Smyrna School District Board of Education, served as a non-resident commissioner in Dewey Beach, joined the Kent County Regional Planning Commission and has been a Levy Court Commissioner for nearly 20 years, eight as president.

Being a former Boy Scout, Levy Court president and this year's recipient of the Boy Scouts of America Del-Mar-Va Council's Most Distinguished Citizen Award Brooks Banta recites the Boy Scout Law from memory - "A Scout is Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent." - all are words which apply to Mr. Banta and his long career in public service.
