Two charged in Milford following drug investigation

MILFORD — A fugitive briefly took control of a vehicle Thursday before being stopped by police and apprehended in a unit block parking lot on Linstone Lane, authorities said.

Tevon Savage, 28, of Millsboro, was arrested in the conclusion of a several week long investigation, Milford Police spokesman Det. Timothy Maloney said.

He was initially located while sitting as a passenger in a gray GMC pickup truck driven by Rick Barth, 34, of Lewes, who police said was also arrested and charged with offenses.

Milford Police and the U.S. Marshal’s Service First State Fugitive Task Force located the vehicle and identified Mr. Savage, who authorities said was wanted by Milton Police and Delaware State Police. Outstanding charges included domestic-related assault and sex offender violation, authorities said.

Mr. Barth was driving the vehicle when located, and police said he allegedly put the truck in reverse and struck a task force vehicle parked in the rear.

He surrendered, authorities said, but Mr. Savage then allegedly tried to take control with a police vehicle parked in front.

Police said the men resisted but were taken into custody without further incident.

A vehicle search yielded three bundles (30 bags) or heroin and marijuana in plain view, police said.

Police determined that both men were under the influence of a drug and they were taken to the Milford Police Department.

They were then held by the Delaware Department of Correction until they were sober enough for presentment in Justice of the Peace Court, police said.

Mr. Savage was additionally found to be wanted out of Sussex County Superior Court for a violation of probation capias and in Sussex County Court of Common Pleas and Family Court for two failure to pay capiases, police said.

Mr. Barth was charged with manufactures, delivers, or possesses with intent to manufacture, deliver a controlled substance, resisting arrest with force, two counts of second-degree conspiracy, second-degree reckless endangering, criminal mischief over $1,000, possession of drug paraphernalia not marijuana-related and driving under the influence of a drug.

Mr. Savage was charged with manufactures, delivers, or possesses with intent to manufacture, deliver a controlled substance, resisting arrest with force, second-degree conspiracy, possession of marijuana, and possession of drug paraphernalia not marijuana-related.

On Friday, the men were presented through JP Court 2 in Rehoboth Beach and then held at Sussex Correctional Institution in Georgetown in lieu of secured bail, Mr. Barth for $11,000 and Mr. Savage for $9,000.

They were ordered to appear in several court at future dates for the charges they are facing, police said.
