Tyrell M. Waters, of the 10000 block of Greentop Road, was 24 years old during an alleged incident on Aug. 31 in the 300 block of N. DuPont Highway, which also led to indictment on a felony aggravated possession charge for a controlled substance in a vehicle.

The Dover Police Department said a stop was made just after 12:30 a.m. when patrol division officers believed Mr. Waters was driving a vehicle on a suspended/revoked license.

A misdemeanor count was also brought in an indictment this week, along with possession of drug paraphernalia, according to court papers.
