Dover man charged with dealing drugs

DOVER — A wanted 33-year-old Dover man with a past felony conviction was arrested Wednesday for allegedly dealing drugs from his vehicle, police said in an arrest affidavit.

Kevin E. Burris Jr. was stopped on Milford-Harrington Highway at 6:47 p.m. after being followed by Delaware State Police conducting surveillance on a residence, court documents said.

When emergency lights were activated, police alleged, Mr. Burris made “a furtive movement as he leaned towards his floor board.” Upon approaching the Kia, a trooper allegedly saw Mr. Burris release “a magazine with ammunition from his right hand. The magazine (fell) on the front passenger seat before he exited the vehicle.”

Mr. Burris was taken into custody and placed in the back seat of a trooper’s vehicle; a search of the Kia allegedly located a 9mm firearm concealed under the driver’s seat. Also found were 10 rounds of 9mm ammunition on the passenger’s seat, police claimed.

A Newport cigarette box in the center console also contained eight packages of suspected crack cocaine (1.38 grams) and a baggie of suspected cocaine (2.23 grams), police said in papers. Police said the suspected crack cocaine later tested positive in a test.

Mr. Burris was transported to Troop 3 and read his Miranda Rights, police said. Authorities said he admitted in an interview to selling cocaine and crack cocaine and said “the firearm in the vehicle belongs to him and that he owes someone money for the firearm.”

A Delaware Justice Information System inquiry indicated Mr. Burris had an active capias out of Kent County Court of Common Pleas and was convicted of a drug-related charge in Dover on June 27, 2013. He had a suspended driver’s license in default of a fine on Sept. 23, 2016, police said.

At the time of the stop, Mr. Burris was driving a vehicle registered to his girlfriend, a computer inquiry determined.

Charges included possession of a firearm during the commission of a felony, possession of firearm. ammunition by person prohibited, drug dealing with aggravating factor, carrying a concealed deadly weapon, possession of a deadly weapon and drug, possession of burglar tools, driver’s license suspended/revoked and possession of controlled substance with aggravating factor,

Mr. Burris was presented at Justice of the Peace Court 2 in Rehoboth Beach, where a $53,000 unsecured bail was issued.
