Illegal dumping brings drug charges

HARRINGTON — A 23-year-old Milford man was arrested on drug charges Sunday after police responded to an illegal dumping complaint, authorities said.

Harrington Police said Brian W. Holben and three other persons were on scene when officers were called to the Midway Shopping Center at approximately 8:56 p.m. An officer then requested identification from the persons and they could not provide any, spokesman Sgt. Earl K. Brode said.

The persons were detained and a Harrington Police K-9 conducted a scan on the vehicle and alerted to the presence of narcotics in the vehicle, police said. Officers conducted a vehicle search and while searching the vehicle police located .24 grams of marijuana, 10.02 grams of methamphetamines, and several Xanax pills along with drug paraphernalia, police said.

Police alleged that the items belonged to Mr. Holben. The three other persons that were detained were released without being charged.

Charges against Mr. Holben included two counts of manufactures, delivers or possession with intent to deliver a controlled substance Tier 2 Quantity, possession of a controlled substance, possession of drug paraphernalia, possession of marijuana and driving with a revoked or suspended license. Mr. Holben was arraigned via video phone at Justice of the Peace Court 7 in Dover and released on his own recognizance.
