Millsboro man arrested on kidnapping, strangulation charges

MILLSBORO — A wanted 28-year-old Millsboro man was arrested on kidnapping and strangulation charges Monday, Delaware State Police said.

According to spokeswoman Master Cpl. Melissa Jaffe, the alleged incident was investigated on Aug. 13 took place at approximately 4:45 p.m. when troopers were told that a woman went to a hospital with injuries supposedly sustained in a domestic incident.

Further investigation revealed that the 40-year-old woman and her boyfriend, Phillippa Vann had engaged in a physical domestic the day prior, police said.

Mr. Vann allegedly physically assaulted, strangled, and attempted to sexually assault the woman, police said. The woman attempted several times to get away, police said. Mr. Vann and the woman later went to a Wal-Mart store, where the woman left and drove herself to the hospital, police said.

The woman sustained multiple injuries and was later transported to another hospital due to the severity of her injuries, police said.

Mr. Vann was taken into custody Monday by troopers without incident at a residence in the 400 block of S. Main Street in Bridgeville.

Charges included first-degree attempted rape, first-degree kidnapping, strangulation, second-degree assault, malicious interference with emergency communications and criminal mischief. Mr. Vann was arraigned and committed to Sussex Correctional Institution in Georgetown on $160,750 cash only bond.
